Star Wars: Imperial Shadows is primarily set on the world of Lothal in the Outer Rim Territories. Recently liberated from direct Imperial control, the fight for Lothal has shifted back into the shadows. Many factions now vie for dominance, each with differing motivations and facing different challenges.

The Empire

Though the Empire may have been forced to officially abandon Lothal, its influence continues to be exerted from the shadows.

Imperial Intelligence - While the Empire no longer enjoys military and political authority over Lothal, it continues to maintain a presence in the form of secretive and deadly Imperial agents (such as Imperial Intelligence operatives). Their mission is to promote the Empire's interests while combating the Rebellion's local cells and agents. Since the Empire's official abandonment of Lothal, the activities of Imperial Intelligence have become shadowy and covert, but no less dangerous.

The Lothal Coalition

The Lothal Coalition is the unofficial term given to those groups that comprise Lothal's collective effort to resist Imperial domination.

Group Zerek - A small but effective group of Lothal freedom fighters, it's been whispered that Group Zerek benefits from links to the Rebel Alliance Intelligence Service (primarily in the form of supplies and the occasional provision of mutual aid). Under Imperial occupation, Group Zerek operated in the shadows by necessity. Now it does so out of a need to confront the Empire where it hides and schemes: in the those same shadows.

The Underworld

Lothal has become a world dependent to some degree on the underworld, that element of society that falls outside the law, for survival.

The Besadii Cartel - Lothal's underworld has become one of the deepest outside of Hutt Space. The Hutts, intent on mastering Lothal's economy, and expanding that control to its neighboring worlds, have chosen to entrench themselves. The Besadii crime family, one of Nal Hutta's younger and more daring syndicates, has been given authority over the world's illicit commerce. Thus was born The Besadii Cartel. The Cartel's interests dictate its relationships, and as such its friendliness - or hostility - with the Empire, the Rebellion, and the newly restored Lothalite government ebbs and flows.
